Requirements I would suspect are any Intel Macs that 10.6.5 supports. But I suspect some unsupported Intel Macs or hackintosh users may be able to find a way to use this too. And just to stress what is mentioned in the quoted text from the instructions;
This is not the installer and was meant to be restored onto a freshly formatted volume. Technicians, Mac power users and tinkerers will understand how much easier and quicker this is than using the installer. :-D

- In case you have any problems, use Apple's official 10.6.5 combo updater and repair the permissions. If the update refuses to install you can forcefully do it with Pacifist.
